The Basics
Uniting People with Opportunities (UPO) is a large community services organization in Washington, DC providing emergency shelter, financial assistance, job training and housing assistance in addition to outpatient services for opioid addicts. Substance abuse treatment services are available through the Comprehensive Treatment Center, an arm of UPO that has been in operation for 15 years. In addition to traditional therapy, the credentialed staff provides Medication-Assisted Treatment (MAT) with Methadone.
Treatment and Staff
To be enrolled in treatment at the Comprehensive Treatment Center, one must be a resident of Washington DC and be either uninsured or have insurance that does not cover substance abuse treatment. The Comprehensive Treatment Center operates under a Human Care Provider Agreement with the Department of Health Addiction Prevention and Recovery Administration Drug Treatment Choice Program (APRA). The first step in treatment is visiting the APRA office with income and residency documentation in order to prove eligibility.
Once admitted to the program, clients have an in-person intake session and then receive a treatment plan that includes assignments for therapy groups that are scheduled six days a week. Group therapy is led by Master’s-level therapists and counselors with LPC and Certified Addiction Counselor (CAC) credentials. Individual therapy is scheduled as-needed and clients with co-occurring disorders are referred to a mental health clinic for further treatment and medication.
Doctors provide MAT using Methadone and provide doses daily. Additionally, clients who wish to taper can receive detox medication. Clients can participate in this program for weeks to several years, with the average stay being six months to a year.
Extras
The goals of UPO programs are to help clients create stability in several aspects of their lives through the links between its various programs. Clients benefit from UPO’s job training and placement services as well as housing and financial assistance services.

By connecting clients with a variety of supportive services and a large and engaged therapeutic community, clients receive the social support and life skills to manage their addiction and address its causes and effects.
