The Basics
Stepping Stones Perinatal is an intensive year-long outpatient program developed by California’s Butte County Department of Behavioral Health that seeks to address intergenerational substance abuse. With locations in Chico and Oroville, California, this perinatal program offers women comprehensive substance abuse treatment along with many community resources.
Treatment and Staff
Stepping Stones uses the Matrix Model, Nurturing Parenting and gender-responsive Trauma-Informed Care, all evidence-based practices recognized by the National Institute on Drug Abuse. Both the Oroville and Chico facilities offer the same programs. Stepping Stones does not provide on-site detox.
In addition to the above, clients participate in individual counseling, group therapy, relapse prevention, health education, Seeking Safety, alcohol and drug education and crisis counseling. Gender-specific care for women’s issues is also available. Staff includes a range of nurses, licensed therapists and addiction specialists. Overall, Stepping Stones’ approach is family-centered, and aims to empower women to not only stay clean and sober but also to become healthy role models for their families and communities.
The 12-month treatment plan requires an intake and assessment where clients meet twice a week for two hours a day. Following this are several Intensive Outpatient (IOP) options which scale down over the course of a year, from three days a week to only one. When it comes to aftercare, clients also participate in a mandatory continuing care group, after which they may choose a “stepping out” program which meets one day per month.
Extras
Many vocational and life skills resources are available in cooperation with other county agencies for women who attend Stepping Stones, including transportation services, cooperative child care, parenting skills classes, child development education, HIV/TB tests and job skills education.

Overall, Stepping Stones Perinatal is a great option for current and expecting mothers who need to stay clean and sober but can’t do it on their own. With approximately 71 percent of babies born to women in perinatal treatment testing negative for alcohol or drugs, Stepping Stones and programs like it play a vital role in ending the cycle of substance abuse.
