PowellThe Basics

Founded in 1992, Powell Recovery Center provides outpatient substance abuse treatment, including medication-assisted treatment and dual diagnosis support. As part of their program, Powell Recovery Center also offers sober living for adults who are undergoing treatment at the facility.

Accommodations and Amenities

Powell Recovery Center operates seven gender-specific houses throughout the Baltimore area. There are usually between 10 and 15 clients residing in each house, which have three or four bedrooms and a minimum of two bathrooms. Residents share dorm-style rooms with bunk beds.

Each residence has a kitchen and a dining room, which serves as the gathering place for residents. They are expected to purchase their own food and prepare their own meals. Many of the residents meet the requirements for food stamps and choose to pool their resources and plan family-style meals. The Powell Recovery houses are all close to shopping and public transportation.

Rules and Regulations

Powell Recovery Center provides medication-assisted treatment, specifically Suboxone and Librium, for alcohol and opiate withdrawal. An evaluation with a physician and a psychologist is required before starting this process. Clients who need a safe place to stay move into their assigned house and begin treatment. Others can participate on an outpatient basis.

A six-month commitment is required for sober living and clients must be physically able to walk up and down stairs and perform basic household chores. For all new residents, there is a 60-day blackout period. During this time, excursions to the store and AA/NA meetings are permitted, but escorts from the house must accompany them. Random drug and alcohol screenings are conducted. There is a zero tolerance policy for residents testing positive.

Powell Recovery Center offers a Partial Hospitalization Program (PHP), an Intensive Outpatient Program (IOP) and outpatient. These programs are open to the public and required for all sober living clients. Residents are assessed and assigned individualized treatment plans upon move in. Those without jobs are usually placed in PHP, while IOP is more suitable for people with prior commitments to work or school.

Weekly IOP treatment includes three hours of group therapy three evenings a week and individual therapy as needed. PHP is more time-intensive, meeting five days a week from 8 am to 5 pm. All groups are gender-specific, with approximately 20 clients per session. Evidence-based groups use a CBT approach to address topics such as anger management, sexual issues, co-occurring disorders and relapse prevention. Outpatient treatment is typically a step down from IOP. It is only available to those who do not reside int he Powell Recovery Homes. Clients choose one group a week to attend and do an individual session once a month.

Dual diagnosis support is provided. Treatment includes a combination of group therapy, individual therapy, psychiatric evaluation and medication management. Powell Recovery Center employs a large staff, consisting of CADCs, Master’s level therapists, psychiatrists and doctors.

Powell Recovery Center offers special programs designed for criminal justice clients.

Recently, assistant manager Toya Graham was filmed during the Baltimore riots slapping her son, when she found him hanging out with a group of rioters. The video went viral across social media, instantly making Graham into an instant celebrity, and she has been hailed as “the mom of the year.”

In Summary

Powell Recovery Center is no luxury rehab, but it provided much needed resources to the Baltimore area at an affordable price. Staff is helpful and eager to answer any questions. For financially challenged clients seeking comprehensive services, as well as those seeking a safe and sober living community, Powell Recovery Center offers a great package.
