Located in the Mission District of San Francisco, California, Horizons Unlimited of San Francisco, Inc is a program dedicated to the betterment of young people of color, ages 12 to 25. Founded more than 50 years ago, Horizons began offering outpatient substance abuse prevention and treatment in the 1980s and in 2010, it added mental health care to its repertoire. To be eligible for treatment, clients much be within the age and ethnic demographic, reside in San Francisco County and be considered high-risk.

Treatment and Staff

Regular treatment and office hours are Mondays through Thursdays, 10 am to 7 pm, and Fridays, 10 am to 6:30 pm. Some groups meet during after-school hours, any time between 4 pm to 7 pm, and others meet later in the evening, from 7 pm to 10 pm. Programs include individual and group therapy using evidence-based practices such as Motivational Interviewing (MI) and CBT. Case management, art classes, recreational activities and educational workshops are also offered. Though not offered on-site, counselors encourage clients to attend 12-step meetings.

Though there is no set duration for any of the programs, clients attend for at least 14 weeks—from which point they work with staff members to determine how long and to what degree their treatment should continue. A typical plan consists of one hour of group and an hour of individual therapy weekly. Groups are open to clients as young as 12, but typically include clients 16 and up. Individual appointments with a counselor are arranged at the client’s convenience.

Something to note is that Horizons Unlimited is not an abstinence-only facility. Counselors may recommend certain clients abstain completely from using drugs and alcohol, while supporting others in simply decreasing their use. The Horizons staff consists of CADCs, CSACs, LMFTs and Master’s-level counselors.

Extras

The Pre-Enrollment substance abuse program is for youth who are experiencing serious behavioral and emotional issues that impede their daily lives, who may be gang-affiliated or at-risk for street violence involvement or who may be on probation. This program is family-focused and bio-psychosocial intervention strategies are applied. Cultural factors that may be contributing to psychological or biological factors in the clients’ behavior and drug use are examined. Support for dual diagnosis is offered in this program. Treatment is offered one day a week year-round, between 7 pm and 10 pm.

Counseling is available both in English and in Spanish speakers at Horizons. Family counseling is also available upon request for clients in the outpatient program.

Horizons offers two gender-specific programs. Females Against Violence is an educational training program for Latinas age 14 to 20. The program has a six-month duration and meets three days a week, from 4 to 7 pm. By the end of the program, participants become State Certified as presenters on domestic violence. The Jovenes Education and Empowerment Program (JEEP) is a six-month program for Latinos and other boys of color, ages 14 to 18. This group meets two days a week, from 4 to 7 pm, and promotes awareness and violence prevention; designed to engender self-esteem and personal development.

Horizons offers a multitude of other programs, including Lifeworks (a workforce development program) and an arts entrepreneurship program called the DJ Project. One-on-one and group counseling are also offered at various high schools in the area. You can read more about its programs here.
