The Basics

The Consortium Inc., incorporated in 1967, is a non-profit substance abuse and mental health outpatient organization with two locations in Philadelphia, Pennsylvania. Clients may glean some inspiration from the city’s spirit of independence, where the Declaration of Independence was signed in 1776.  The Consortium is incorporated with the Community Mental Health Center of Southwest and Western Philadelphia.

Consortium facilities specialize in treating clients with HIV/AIDS, pregnant and postpartum women and adolescents with mental health and substance abuse disorders. There is no inpatient program offered for specifically for substance abuse recovery, but there are Intensive Outpatient (IOP) and outpatient treatment for adults and adolescents. The Consortium also offers a methadone maintenance program for both adults and adolescents.

Treatment and Staff

There are two facilities dedicated to substance abuse treatment at The Consortium: the University City facility and the Southwest Drug and Alcohol Counseling Center and a total of five substance abuse programs geared toward families, adults and adolescents. Clients in each program meet with counselors to arrange individualized treatment plans to determine whether outpatient or IOP treatment is the appropriate track.

IOP clients attend group therapy three to five times and have one mandatory individual therapy session a week. Regular outpatient clients have no more than five hours of group a week and arrange individual therapy sessions as needed. The entire substance abuse outpatient program model is based on 12-step teaching, so in group, clients learn about the steps; additional topics of discussion include surrender, triggers for relapse and spirituality.

For detoxmedication assisted treatment program offers methadone treatment for clients with opiate addiction. This program is available to clients who are 18 or older and have been dependent for at least one year on opiates. An exception may be made for clients who are currently experiencing symptoms of addiction. The program also includes individual therapy and relapse prevention.

The Family Preservation Program is organized around women who are 18 and older and their families (treatment is also available for women who are not mothers). Clients receive individual and group counseling sessions for IOP and outpatient programs, and child care is available on-site during counseling sessions.

The two programs for adolescent clients with substance abuse issues are called “Willpower Options Resources and Directions,” or “W.O.R.D.” The W.O.R.D. I program focuses on relapse prevention through outpatient counseling after school hours. The W.O.R.D. II program caters to adolescents who are in the juvenile justice system for drug-related charges, and offers both IOP and outpatient services which utilize individual and group counseling.

There are a total of 13 staff members in the outpatient program: a team of medical staff, Master’s-level clinicians and CADCs. The regular substance abuse program has a smaller core staff, but there are over 140 staff members total.

Extras

Consortium Inc. provides transportation to and from IOP and outpatient treatment sessions. Women with children can count on transportation for themselves and their children, as can adolescent clients who need to travel to and from school.

Consortium Inc. provides HIV and Hepatitis C pre-test counseling and educational services to both help prevent transmission and to assist clients who have contracted these diseases.

The CARE Coordination and Community Outreach branch of Consortium follows up with clients, provides referrals and offers case management. Spanish speaking services are also available.

Residential inpatient treatment is available in a separate program for clients with mental health issues.

In Summary

The Consortium Inc. is a large clinical care facility offering IOP, outpatient and detox services with access to mental health care. With special programs designed specifically for women and mothers, it’s a good choice for families in the Philadelphia area who have economy in mind. The environment of the facility may be more hospital than homey, but in lieu of coddling clients with amenities, The Consortium offers a straightforward and 12-step based recovery plan.
